After over twenty five years in the Information Technology Business working with Fortune 500 customers on both sides of the RFP and delivery process, John has been involved with hundreds of Requests for Proposals (RFP). Seeing at first hand that the root causes of many of the major IT/IS project and program problems (over 50% of IT projects are seen as a failure in some regard) can be traced back to the initial RFP process. The problems are especially marked if a customer is seeking a vendor partner to provide technology services or support - even more so if the vendor is a global services provider using remote staffing. As it stands the RFP process is fundamentally flawed in most businesses embarking on major Information Systems Projects for five significant reasons: •· It focuses on scope, timeline and budget to the often exclusion of success. •· The Vendor's main driver in their response is to win the deal - not necessarily to provide the best solution. •· It is very difficult to compare responses in the macro sense, leading to a focus on proposal price rather than project cost. •· The RFP is not part of the project or program at the fundamental level. •· The RFP process is often time compressed leading to rushed responses. In response to the inherent problems in the process John has developed the Q12C methodology which drives vendors towards the optimum solution, highest success and lowest cost by focusing on the project mission, the quality drivers and the success criteria. The Q12C process is a full cycle methodology from pre-RFP to implementation and offering a post selection progress measurement dashboard that allows continuous tracking of the mission, quality and success criteria.
