Two things are at the heart of every project - the solution decision and the overall plan. The solution decision, when sourced externally is known as a Request for Proposal (RFP - also known as a Request for Information, RFI or Request for Quote, RFQ) or when managed internally often uses a business plan proposal approach. Whether internal or external, companies traditionally do a very poor job executing their RFP; even a well written RFP can fail to ensure success because the fundamental approach is flawed. Most project teams use a linear method (waterfall) in planning their project and while this is absolutely vital to the management and analysis of the project it is difficult to use this method to bring high level control and schema to the project.
